Dear Mr. Wilson

 

SFB Beach Trust – ASR Limited Initiative

I would like to thank both you and Mr. Leon Gouws for coming over to St Francis Bay earlier this week to meet with Dr Shaw Mead from ASR Limited in New Zealand and myself to discuss our community initiative to restore the beach here in St Francis Bay.  As also agreed I am writing this letter to confirm a number of the points raised during the meeting:

 

  • The St Francis Bay Beach Trust have recently concluded a contract with ASR Limited in New Zealand to review the situation currently being experienced at St Francis Bay with our beach.  ASR Limited are global experts in the construction of submerged reefs, with particular regard to the rehabilitation of beaches which have been badly eroded, like the one here at St Francis Bay.

  • In order to undertake the above the St Francis Bay Beach Trust well on the way to raising the required R 1.0 million required in order to complete Phases 1 and 2 of the exercise.  This involves the collection of detailed data over the next three months by ASR Limited which will be followed by a modeling exercise of the wave climate as well as the production of a report containing detailed recommendations.  We anticipate that this part of the project will be completed  by June, 2006 with the results being presented by Dr Mead at a public meeting in St Francis Bay at that time.

  • As also requested by you we will make the approved report available to the Kouga Council so that the findings can become part of the Environmental Impact Assessment process and Record of Decision required by DEAET for the project to be approved.

  • Following submission of the formal report from ASR it is then planned to proceed to Phase 2 of the investigation which includes the detailed design of the submerged reef/s. It is anticipated that the design will be complete by December, 2006.  Included in the design will be estimates for the costing and phasing of the construction which will be discussed at the AGM of the St Francis Bay Residents Association in December, 2006.

 

As discussed with you we wish to stress that this is a self-funded community project which is being motivated and driven by the St Francis Bay Beach Trust.  As also agreed at our meeting we will keep the Kouga Municipality fully appraised of developments as they take place. 

 

We would also like to take this opportunity of thanking you for the constructive response we received from both yourself and Mr. Leon Gouws, and we look forward to further meetings of this nature as we move forward on this project.
