St Francis Reefs: Approvals

 

The following documents were received by the SFB Beach Trust following the Public Meeting held by the Trust on 19 December, 2006. 
 

Dear Sir

I would like to record my strong support for your initiative and diligence, and for the end result proposed to save the St Francis Beach.

The reef proposal shows all the hallmarks of well-founded research, and should be initiated as soon as possible.

The project should add substantially to the current value of ALL properties in St Francis, as against the decay in value if the leisure facility of the beach continues to be lost, or the sharp collapse in value if the canal system fails.

Objectors, even if strapped for cash, should apply their minds to the value of their property or business in St Francis in a couple of years time. I expect that for every real rand in current value, they will see either R1.25 with the beach saved, or R0.75 with the beach lost - and less in certain cases, such as prime beachfront properties and the canal system. Multiply by the value of your property or business in rands, and you will quickly see how value-effective and cheap the proposal really is.

With the long term funding mechanism proposed, with the project as conceived allowing for adaptation to the results of the first reefs, and with the ability to recycle beach sand lost into the river mouth adding to the lifespan of the approach, you seem to have come up with a real winner.

Letter to The Editor: Milkwood Speaks.

Hi Johann, Readers and Byron.

I was  very interested in Byron's statement  with regards to the beach project and ASR ." I have also been informed that this whole proposed scheme has been tried before, and it failed dismally". This was a surprise to me. I  researched  and put together an ASR proposal as an alternative to groyns for  "Save the Beach". On my side from my research  there have been no failures on the part of ASR . In-fact ASR have received awards of recognition for their achievements and have been contracted to solve complex coastal problems by the highest authorities in the USA and other world leading countries.

Byron  your statement is misleading to the community .

Lastly three cheers for Alan and the beach trust for their hard work and taking this project so far in a remarkably short space of time.

NO LEVY - NO REEF - NO BEACH

The words of the St Francis Chronicle! How True!!

 

We write this in our personal capacity, purely out of our love for St Francis, and with feelings of sadness that there should be any doubt about the urgency of the "Way Forward".

 

Alan Tonkin has put in nearly two years of intensive effort, without thought of personal gain, with cost coming out of his own pocket, and no compensation for the hundreds of hours spent on the project, to achieve the monumental results we have today.

 

For the first time, we have, at the very least, the possibility of a solution to the problem which is an ongoing threat to our unique St Francis Bay!

 

Where was the referendum, and objections, when the "toothpicks" were going to be installed as a groin for our beach?? At more than double the cost!! And the wasted money??

 

Now we have a scientifically based approach to our beach problem - don't confuse it with other problems such as electricity, water, roads, street lights, etc! These are equally of serious concern to us, but must be treated separately.

 

There are technicalities which must be dealt with, but our wholehearted support for Alan Tonkin and his team, instead of vague - and anonymous!! - criticism of their efforts, can only ensure the "Way Forward"!!

 

Residents with a positive view must make sure their voices are heard or soon there will be no beach (if it's not too late already!) - no canals - no St. Francis.

 

Thirty years ago Dr. Tinley advised; "No house on the hump dune!" Nobody listened!

 

We are not ashamed to put our names to paper, in support of the future of St. Francis Bay!!

Snippets gathered from other concerned residents.

 

Some beach front owners have already donated R25 000 each to the Beach Project. With other donors, there is around R700 000 in the kitty.

 

A thought: Owners of holiday homes use their toilets and have their refuse removed for, say, one month of the year, but in 2006, for example they paid R 84.23 + R70.00 = R154.23 for each of the remaining months. In these remaining months, the pressure is off these services. The Municipality to divert this saving to the beach??

 

Another thought: Grandma and Grandpa, your children, like ours, have enjoyed free accommodation and holidays here over the years. Ask them to pay R150 per month if you can't. Why not?

 

Yet another thought: When considering the levy, give each owner a rebate of, say, 20%, for each ten years of permanent residence in St. Francis Bay. There will be no need to check bank balances!

 

Have you noticed

There is only a narrow spit of sand at the entrance to the original Ski Canal which is protecting the whole canal system from draining directly into the sea!!

 

Finally: Would your family, friends and their children consider coming to St Francis on holiday when there is no beach??

Late last year many people in St. Francis Bay were upset about a TV programme showing the erosion of St. Francis Bay beach.  During the previous year Alan Tonkin and his team had elicited the services of a world authority on beach restoration, to solve the problem.  Alan Tonkin made all the relevant information available on a website.

 

Recently I found in my postbox an unsigned epistle, obviously aimed at sabotaging the whole beach project.   At the meeting of St. Francis Bay Ratepayers, held on 18th December 2006, there were three unfilled positions on the Committee.   I cannot  help wondering why those who distribute shameful letters and are running a campaign to try and stop or severely retard action to save our beaches, did not make themselves available to fill these three positions.   Had I written the shameful letter that I found in my postbox,  I would also have been too ashamed to put my name to it.

Dear Sir

 

I would like to commend the St Francis Beach Trust and ASR (New Zealand) for their thorough professional approach to the research of our beach erosion problem.

 

Research by many bodies has been on going for nearly 30 years. This is the first cost-effective non-invasive solution to be proposed with a practical management plan for the future of our beach, and (careful research needs to be done) on the source of sand to implement it.

 

We need to take a holistic approach in restoring the canals and the Kromme River Estuary from siltation, and renourishing the beach. A sensitive and scientific approach to all our waterway assets using sound environmental principles is critical.

 

Many people are balking at paying a monthly levy to fund this investment into our future and the integrity of our unique environment but I ask them to STOP and re-experience what made St Francis so appealing to them when they first secured their home here.

 

I fully support sacrificing the cost of a meal out once a month to achieve this innovative plan. We have everything to gain from implementing it as soon as possible and everything to loose if we procrastinate any longer. Global warming is a very real threat and this winter's storms should unite us all behind the St Francis Beach Trust's imaginative management plan.

I would like to express my support for what you are doing for the beach. As you know, I have assisted by raising some funds from a few beachfront owners, and would like to assist again in future.

Whilst I am not 100% confident re the solution, it seems very well researched by experts. Furthermore, your team is headed by respected business leaders, whose integrity is beyond question.

I am disappointed that there is now opposition to your proposals. That time and energy should rather be used to work with you.

Being involved in the boating and service industry and networking with visitors and forgeigners alike, you need to just have a listen to their views on how disappointed and frustrated they are regarding our main beach. Any person who objects to restoring our environment, our heritage and future resources for our children, is ignorant and selfish and needs to climb back into the box, shut the lid tightly and not say peep! This town cannot afford the continuous tit for tat debates that it is so  well known for!!! Lets get it together and restore our beach and if you oppose it, then don't set foot on it once its back to its former glory!!!!

Hi Alan,

Happy New Year.

I received the 'objection' form from Paddy Oosthuison (whom I do not know) and was about to reply with the attached comments. They may be better in your hands. Please feel free to quote me or my name.

We will be in St Francis from Jan 23rd to mid May and would be delighted to see some progress on the beach project.

My comments:
I believe, as do many, that the beach is the single largest issue facing St Francis residents and holiday makers. To lose the beach would create such negative publicity as to dramatically reduce property values, halt masses of holiday visitors and irreparably damage the fragile infrastructure of services and business that we enjoy and need in St Francis. It would set us back 20 years with no hope of recovery.

But mostly, we would have no beach!

The chances of enlisting more than modest support from National or Local Government on a project of this nature amongst the massive list of priority projects of transition, are virtually zero. Of course the cost is down to us. The cause is down to us.

The very people who argue against the council regarding roads and waste, canal management, water and electricity, and against the developers for the environmental impact, dust and mess and any available procedural points of order and supposed legality are often the ones who have gained significantly from building in St Francis, from equity increase, from the improvement in shops and services and sometimes speculative plot purchase and resale.

This well practiced 'opposition' is far too easy and far too strong to allow progress and solutions to be developed in what is an inexact science. We are becoming a village of touch judges without the muscle, experience or inclination to do it ourselves.

I don't advocate giving anyone a completely free hand, but when someone volunteers to provide leadership, drive and personal time I would rather be encouraging and agree some clear checkpoints.

The beach is THE major issue. It must be resolved. It is not a skirmish or a battle that we can afford to lose. It's a war. If we need a Montgomery and he/she has some personal flaws in the way they fight the campaign, ignore the debris, cheer them on.

Dear Mr Tonkin,

There is nothing but admiration for the way you - and whoever is working with you - have initiated the project for the restoration of the beautiful beach at St Francis Bay.  I would like to compliment you on the transparency given to the project, the thorough and comprehensive investigations which were initiated and are now being IMPLEMENTED. In this day and age prompt action is often sadly lacking and when it is initiated there is especially the media which revels in blowing up the opinions of people who can only criticise negatively and oppose action which has been thoroughly researched and substantiated by successful companies who have been involved which similar situations and have a proven record of success.

There are understandably residents in St. Francis Bay, who have difficulty with the envisaged levy to finance this ambitious undertaking.  The positive approach from your side to assist with their difficulties is exemplary

The objections of the Krom River Trust are noteworthy provided they are justified and can be substantiated.  Your approach to get expert opinion on these concerns shows a willingness to discuss such matters and obtain answers to these questions.

I would also like to express praise for the excellent information supplied on the website.

Unfortunately I could not attend the meeting held in December 2006 to inform everybody of the plan of action. Voices that bring up “high jacking” of the situation without being able to come up with superior alternatives should in my opinion be ignored.

Thank you for the excellent work done.  You have our full support and we look forward to the implementation of this courageous project.
