St Francis Reefs:
Objections
The
following
documents were
received by the
SFB Beach Trust
in our post
office box in St
Francis Bay
following the
Public Meeting
held by the
Trust on 19
December, 2006.
We would suggest
that if you
support the
initiative from
the group who
object to the
proposed Beach
Levy (see their
letter below)
please contact Kouga
Municipality or
the concerned
party directly.
However,
we would
also like to
encourage you to
vote on the
On-Line Beach
Poll by
either
supporting or
objecting to the
proposed Beach
Levy. Please
note that you
can only vote
once in order
for us to
obtain a fully
representative
return to the
on-line poll.

The fact is that
the Beach Levy
is an average of
R 150 per month
not R 150 to R
400 per month
per property.
In addition, 40%
of property
owners will be
paying R 50 or
less per month
on the Beach
Levy.

The Beach
Trust has a
database of
over 800 St
Francis
homeowners.
This is by
far the
largest
group of
residents
belonging to
any
organisation
in St
Francis Bay
and we
believe is
larger than
the
membership
of all other
local
community
organisations
combined.
The
Levy is for
a minimum of
20 years and
this was
explained to
those
attending
the Public
Meeting on
19
December.
This is in
line with
the
financing
agreement
with INCA
Bank which
is based on
a 20 year
term.
It
is also an
acceptable
method that
objections
are recorded
in terms of
collecting
public
opinion on
issues such
as
this. However, the
SFB Beach
Trust have
acknowledged
that in the
event of
there being
a
significant
negative
objection to
the Beach
Levy they
will be
prepared to
conduct a
Formal Poll
on the Levy
using a
professional
survey firm
to ensure
that we
receive as
close to
100%
response
from all
2700
existing
homeowners
as possible.

The ASR
research
which is
comprehensive shows
conclusively
that there
is
sufficient
sand in the
Kromme
Estuary for
a minimum of
20 years.
This is not
allowing for
redeposition
of sand into
the Estuary
in terms of
the incoming
tide and the
Sand River.

The statement
in bold is
not
correct. In
excess of
85% of
homeowners
are
non-resident
in St
Francis
leaving less
than 15% who
are retired
and resident
on a
permanent
basis.

This
is covered
above as in
terms of the
Agreement
with the
Kouga
Municipality
the SFB
Beach Trust
have agreed
to ensure
that the
Public
Participation
Process is
as
comprehensive
as possible.
